Solar Power Generation Activities and Implementations
4.8 Training and Knowledge Transfer Operations
DEDE had continuously organized training programs related to solar power generation systems by collaborating with expert agencies from both government and private sectors to develop knowledge and capabilities of domestic agencies, organizations, and personnel. During 2023-2024, DEDE implemented the “Building Knowledge, Enhancing Solar Roof Skills” project for educational personnel and public health officials across all regions of the country, in collaboration with Ubon Ratchathani University, with financial support from the Energy Conservation Promotion Fund (ECPF). The project aimed to build knowledge and understanding in various aspects including design, installation, maintenance of solar power generation systems, laws and regulations, as well as operational procedures. A total of 9 training batches were conducted with more than 450 participants in total.
Additionally, DEDE has established criteria and methods for registering energy training agencies to expand the capacity for organizing training and providing knowledge to the public about solar power generation systems, as well as knowledge about other energy areas. This will serve as a mechanism for certifying educational institutions, government agencies, and private organizations in producing energy personnel. The training covered curriculum groups for personnel development under the Energy Conservation Promotion Act B.E. 2535 (amended B.E. 2550) and curriculum groups for personnel development in energy technology and innovation. The second group included courses for solar rooftop system designers and solar rooftop system installers. Cumulatively, there were 18 agencies that have already been registered.

In addition to organizing training sessions, DEDE had continuously disseminated and transferred knowledge related to solar power generation systems to the general public, staff from both government and private sectors, as well as students through relevant courses covering technical aspects, installation, regulations, and maintenance. This included providing knowledge through the operations of all 10 DEDE Academic Service Centers located throughout the country (Figure 4.12 - 4.13).

In 2024, DEDE had also implemented capacity building project to enhance the operational control and maintenance of solar power generation systems for government agencies and groups that have received or are seeking support for projects from the government, such as local administrative organizations, community enterprises, universities, schools, hospitals, communities, villages, cooperatives, project managers, or the general public. The project covered knowledge about the development of technology for water pumping systems and electricity generation systems from solar cells. A total of 13 training sessions were conducted with more than 430 participants from across the country completing the training.
